Carlos and Marco have been in Kiev during the weekend March 8-9 and have met with all representatives from the AUPOSD

On Friday, on the Assembly organized by Sergey Pinchuk with the presence of many Clubs from Ukraine, except the Dinamo Ukraine federation,(later they were represented by two members) which did not accept this Conference on that date because of the organization of the Championship just one day later, the intention was to elect a Presidium of AUPOSD, as IDSF had required it before.

Carlos and Marco were invited to this Conference, and they decided that it was not the right moment for this election, as not all Clubs were present and because of the objection of the Dinamo federation to this Assembly

This was accepted,

Carlos stated very clearly that we can not continue working in the Ukraine with the different Federation working independently one from the other and that we need a unity between all federations as it was signed and agreed on the first document we all signed in Kiev and later on in Chsinau ( Moldavia )

Carlos proposed that we should go back to the agreement. He read a few sentences of that agreement and mainly that a NEW Federation should be formed and that after the formation and acceptance of that new federation, all different Ukrainian Federations should disappear and form only one unified federation for all dancers.

In order to achieve this, Carlos asked all the present to go back to the document which was signed in 2005-2006 and that a Managing Committee should be formed by the persons mentioned on that agreement.

That is:

Sergey Kravchuk …. for the new AUPO

Sergey Pinchuk …… for the UDSF

Sergey Dorogovtchek …. For the Dinamo-Ukraine DSF

Irina Bous … for the UDB

With one additional lawyer, to help to clarify the doubts, if necessary…. Also with voting rights.

Carlos and Marco would like to propose and ask for acceptance, to elect the actual lady who was part of the Assembly and which we think was very correct on her decisions: Mrs Tetyana Ponomar.

The obligation of this Managing Committee should be to prepare before the end of 2008 a General Conference, with the presence of all Ukrainian Clubs having couples dancing on National or International competitions…… the exact details on who can vote should be decided unanimously by the Committee and have to be accepted by IDSF ……and have a voting on a democratic elected Presidium which should take care of the Ukrainian Federation from that moment on.

Also during this time the new proposed unified Federation…. Can be under the same name or whatever the M C decided, should be legally formed and ready to start working, with the correspondent Statutes en Rules and Regulations.

The next months will be probably the most difficult time….

We have asked that everyone should do the best for a good understanding inside the MC and for the possibility to have everything correctly done and ready for the General Assembly.

IDSF will supervise whatever will be done inside this MC and will not allow that decisions can be taken which can harm or be against IDSF or any of the actual four members representing the dancers inside the actual AUPOSD.

Also it would be very important that all decisions should be done under consensus and not by voting, if possible. This would be the only way to have a good start for the new federation.

NO DECISION WILL BE ACCEPTED IF THEY ARE NOT SIGNED BY THE 5 MANAGING COMMITTEE MEMBERS

It seems that AUPOSD has presented at the Ministry of Justice the acceptance of AUPOSD as a completely new legal DanceSport Federation.

All MC should confirm that they agree on that and that they all agree on what has been presented to the Ministry.

If this is the case and in order to not interfere on this actual situation, as it seems that it can be legalized very soon, the official address of AUPOSD should not be changed at this moment…….. What can be done is change internally the address of the email or the Post office without doing it officially, if the Managing Committee agrees.

All decisions from AUPOSD from now on should be signed by the 5 members of the MC

Important points for the actual situation.

The IDSF Rules and Regulations have to be followed very strictly and will be controlled by the Membership Commission.

The Start books of the actual athletes, judges, etc inside AUPOSD have to be controlled by the MC…. It is not any more possible that every federation inside AUPOSD is selling start books under their name. From the date of the Conference… IDSF will not allow the Ukrainian couples to dance on International events if they do not have the Start book from the National Federation

All actual misunderstanding should be reviewed and confirmed by the MC, like the classification for Championships, participants on Congresses, competition calendar, and others

All classifications for the IDSF Championships 2008 of the AUPOSD can only be done through the Sports director of IDSF or the General Secretary of IDSF.

This is a very important point in order to avoid misunderstandings.

Regarding the next European Youth Championship, we agree to take two athletes, one of each selected in Kharkiv and in Donetsk

The General Secretary of IDSF and the Sports director of IDSF would like to receive as soon as possible and not later than April 15 th , 2008, a detailed information from AUPOSD about all athletes taking part on International and National competitions.

This means :

Quantity of couples

To which actual Federation they belong

If they are dancing only on national or also on International competitions

Карлос та Марко були у Києві на вихідних 8 та 9 березня та зустрічалися з усіма представниками ВСГОСТ.

В п'ятницю на організованих Сергієм Пінчуком Зборах, за присутності багатьох Клубів України, окрім федерації «Динамо-Україна» (пізніше вони були представлені двома членами), яка не погодилась на вказану дату цієї конференції через організацію чемпіонату зразу ж на наступний день, був намір обрати Президію ВСГОСТ, так як це вимагала IDSF .

Карлос та Марко були запрошені на цю конференцію, проте вони вирішили, що це не підходящий момент для цих виборів, оскільки не всі Клуби були присутніми та через непогодження федерації Динамо на ці Збори.

Було прийнято,

Карлос дуже чітко зазначив, що ми не можемо продовжувати роботу в Україні з різними федераціями незалежними одне від одної та, що ми потребуємо єдності між всіма федераціями, як це було домовлено та підписано всіма нами у Києві у першому документі та згодом у Chіsinau (Молдова)

Карлос зазначив, що нам слід повернутись до угоди. Він зачитав декілька речень угоди переважно про те, що НОВА федерація має бути сформована та, що після її сформування та схвалення, всі українські федерації повинні зникнути та тим самим сформувати лише одну об'єднану федерацію для усіх танцюристів.

Для того, щоб це досягнути, Карлос закликав усіх присутніх повернутись назад до документу, підписаного у 2005-2006, та зазначив, що Керуючий Комітет повинен бути сформований особами, зазначеними у цій угоді.

Із ще одним юристом, для того щоб роз'яснити усі сумніви, при потребі … Також з правами голосу.

Карлос та Марко хотіли б запропонувати та запитати згоди на обрання справжньої леді, яка була присутня на Зборах та яка, на нашу думку, була дуже точною у своїх рішеннях – пані Тетяну Пономарь

Обов'язком цього Керуючого Комітету має бути підготовка Загальної Конференції до кінця 2008 року, з присутністю всіх українських клубів, що мають пари, які приймають участь на національних або міжнародних змаганнях…. точні деталі про кожного, хто може голосувати, повинні вирішуватись одноголосно Комітетом та повинні бути прийнятими IDSF …. та з голосуванням за демократично обрану Президію, яка опікуватиметься українською федерацією з того ж моменту.

Також протягом цього часу ново запропонована об'єднана федерація .. Має бути під тим ж іменем або під тим, яке вирішать М та К, повинна бути законно сформована та готова розпочати свою роботу з відповідними Статутами, Правилами чи Положеннями.

Наступні місяці будуть, мабуть, найважчими часами …

Ми просили, щоб кожен робив усе можливе для кращого порозуміння всередині КК та для можливості мати все правильно зробленим та підготовленим для Загальних Зборів.

IDSF буде наглядати за тим, що буде відбуватись всередині цього КК, та не допустить прийняття жодного рішення, яке могло б зашкодити або бути всупереч IDSF або одного з чотирьох дійсних членів, що представляють танцюристів у дійсній ВСГОСТ.

Також буде дуже важливим той факт, коли при можливості всі рішення прийматимуться за згодою, а не голосуванням. Лише це буде хорошим стартом нової федерації.

ЖОДНЕ РІШЕННЯ НЕ ПРИЙМЕТЬСЯ, ЯКЩО ВОНО НЕ БУДЕ ПІДПИСАНЕ п'ятьма членами керуючого комітету.

Очевидно, що ВСГОСТ запропонував Міністерству Юстиції прийняття ВСГОСТ як цілком нової законної Федерації Спортивного Танцю.

Весь КК повинен підтвердити, що вони домовляться про це, та про те, що саме представити Міністерству.

Для того, щоб не втручатись у теперішню ситуацію, оскільки, очевидно, що це набере законної сили дуже швидко, офіційна адреса ВСГОСТ не має бути зміненою на цей момент …. Що повинно бути зроблено – так це зміна електронної адреси або поштової, проте без зміни на офіційному рівні, якщо це буде схвалено Керуючим Комітетом.

Від тепер всі рішення ВСГОСТ мають бути підписані 5 членами КК

Важливі моменти для теперішньої ситуації.

Правила та Положення IDSF мають бути чітко слідуваними та контролюватись Комісією Членства

Стартові книги дійсних спортсменів, суддів, тощо, всередині ВСГОСТ повинні контролюватись КК… Більше не може бути можливим, що кожна федерація ВСГОСТ продає стартові книги під своїм ім'ям. Від дати Конференції …. IDSF не дозволить надалі українським парам танцювати на міжнародних змаганнях, якщо вони не матимуть стартової книги від Національної Федерації.

Всі наявні непорозуміння повинні бути переглянуті та затвердитись КК, так як класифікація чемпіонатів, учасників Конгресу, календар змагань та інше.

Усі класифікації на ВСГОСТ чемпіонати IDSF 2008 року повинні бути зробленими лише через Директора з питань спорту IDSF або через Генерального секретаря IDSF . Це дуже важливий момент, щоб уникнути непорозумінь.

Стосовно наступного Молодіжного Чемпіонату Європи ми домовились взяти двох спортсменів, один з яких був обраний у Харкові та у Донецьку.

Генеральний секретар IDSF та Директор з питань спорту IDSF хотіли б отримати якомога швидше та не пізніше 15 квітня 2008 року детальну інформацію від ВСГОСТ про всіх спортсменів, що беруть участь у міжнародних та національних змаганнях.

Це означає:

Кількість пар

До якої дійсної федерації вони належать

Чи вони танцюють лише на національних чи також на міжнародних змаганнях.
